Items You May Have Missed Since the Election!
Governor Newsom is calling for a special session of the legislature to start on December 2, The purpose to strategize on how to protect California from the Trump presidency, There are concerns about the State’s environmental rules, housing, and a wealth of other issues.
Also, after the election, the California Air Resources Board (CARB) released their new clean air rules. It is estimated that the cost of fuel will rise anywhere from .47 to .65 cents per gallon after the first of the year. California already has the most expensive gas in the country. This will have a major impact on Californians and the business community.
The Governor signed 22-gun control bills. Here are a few and more will be provided in the next issue of the Capital Update.
SB 725 (Lowenthal) Firearms: reporting of lost and stolen firearms – Existing law requires a person to report any lost or stolen firearm to a law enforcement agency. Existing law also requires the sheriff or chief of the law enforcement agency receiving such a report to enter a description of the lost or stolen firearm into the Department of Justice Automated Firearms System. Existing law defines a firearm for purposes of these provision.
This bill will, commencing on 7/1/26, amend how a firearm is defined for purposes of these provisions to include the frame or receiver of the weapon, including both a completed frame or receiver, or a firearm precursor part.
By expanding the definition of firearm, this bill would expand the applicability of a crime and impose a state-mandated local program. This bill would incorporate additional changes to Section 16520 of the Penal Code proposed by AB 733 to be operative only if this bill and AB 733 are enacted and this bill is enacted last.
AB 733 (Fong) Firearms: sale by government entity – Previous laws authorize a law enforcement agency to dispose of seized, surrendered, abandoned, and unclaimed firearms by sale at a public auction or by destruction. Existing law requires these firearms to be disposed of by destruction. Existing law prohibits the sale of a firearm on any state property.
This bill would, commencing on 1/1/25, and except as specifically exempted, prohibits any state or local government agency or department, to sell any firearm, ammunition, or body armor. This bill would also make other conforming and technical corrections.
AB 2565 (McCarthy) School Safety – Requires schools that offer first to 12dth grade education to install interior locks on classroom doors when the schools are remodeled, expanded or retrofitted. Existing law mandates the same for any newly constructed school building.
